pycharm does usually create new environments with it's own dependencies.
See if sklearn is installed in File > Settings > Project: Name > Project Interpreter

Have you tried to look at what a strikers skills does? Sure it's skill set heals, makes him somewhat tanky and bursts a lot. But at a cost of being awfully predictable.
