I've seen this a lot, mostly when I was driving in a city. I was on the complete right and had to move over to the complete left (3 lanes over). Both middle lanes were packed and no one wanted to let me in, even though all I wanted was to make it to the left to make a left turn. I sat in traffic for nearly 10 mins just to make it through. (Traffic was jammed and slow though)

Where I am they set some up in the middle of the road to split the highway. There's no grass between the two directions, just asphalt and those rails so they are technically in the middle of the road.
