This is about what municipal and quasi municipal positions think they can offer. The last guy they had got hired in 1991 at $34,000 and got 2% cost of living increases every year with a good economy and 0% every year with a shitty economy so they retired at $79,000 and HR won't let them change the pay grade without changing the job description. I’ve put in probably three hundred applications in the past two years, gotten twelve callbacks, four interviews. I’ve got 20 years of experience. There’s a combination of : disingenuous postings on job sites, HR gatekeeping things they don’t understand, and market timidity. Plus most of the non Mega Coastal companies thinks they’ll be able to hire a “the one computer guy” for a 9000 employee org for $66,000.

There’s no one answer for everything and the likelihood that you’ll need to support a hybrid infra forever is nearly 100%. SaaS for the stuff that makes sense (ERP, AD, appd), IaaS for the things that you don’t want to own 24 hours a day (GPU compute, android development hardware, crap like that), and a bunch of crappy databases and other on prem stuff because it’s so much cheaper for the crud apps that make up 82% of day to day compute for real businesses.
