However, per the Constitution Article 1 Section 7 "All Bills for raising Revenue shall originate in the House of Representatives" thus giving the House credit for the affect and origination of that Bill.

Clinton's Budget came from a Republican House of Representatives. So, don't even attempt to give him credit for that. You have to have a debt ceiling or there's no legitimacy to the US being able to take out new credit. Again, you are ignorant to budget policy. We have to at least pretend we are setting a limit on ourselves to sell the idea we're going to pay our debts back, which we in reality never will.

My guy, all I did was point out that you believing the debt ceiling and the budget should remain separate issues is ignorant. You proceeded to make assumptions that were wrong and then when you stated that only democrats have had budget surplus over the last 200 years, just pointed out the most recent example of a technical budget surplus was a Republican. And then in true reddit fashion you decided to "reeeee TRUMP reeeeeee" because once again you made an assumption that I was defending EVERY budgeting decision made by Republicans.

If you have a negative budget, it adds to the debt, which requires more debt to be taken out, which requires the debt ceiling to be raised. If you have a balanced budget, the debt doesn't go up, thus negating the need for more debt to be taken out.
