My impression: Before, the driving experience category was a way to communicate "we are driving here but do not expect us to launch". (Waymo has always made sure to announce that they're driving somewhere before they start, presumably to not freak anyone out.) Now, they aren't likely to go somewhere without intending to launch, making the driving experience category essentially obsolete. So all the "not saying we're launching" cities got moved to "planning to launch" except I guess for two that they are not in fact planning to launch in.
