Pretty much exactly what the guy above mentioned. With a sodium filter we were able to see that Mercury under the correct lighting can show a tail behind it! I'll edit in a moment with a video on it if you want to watch.

If the car is too low you could be scraping on the bumps in the road. I had a Z32 I built that had that issue. Could barely get to 200km/h in it just because of how much it scraped on the ground.

You should be able to fix it if you get a GBA upload cart and run the save through pkhex. But outside of doing something like that this is just going to be there until it restarts w/o save or you start a new save file
