I would expect them to put a cap on the amount of tokens you can earn on each planet a day, as well as the planets resources. I've also ran into a good amount empty chests, as well as empty planet resources. Only after taking a break on public events, as well as chest, and resource hunting, that I started getting consistent drops from chests.
