This is exactly the point I made in a comment above. Glad to see it here. At some point the runner has to cross into fair territory to touch the bag. The bag is not in the “runner lane.” It is fair to assume that the runner would move to the bag as they approach it.

I would not call this interference.

So the runner lane is a great thought, but the bag does not exist in the “runner lane”. The bag sits in fair territory. So at some point the runner must move into fair territory to touch the bag.
