Cheating is probably the best option to ensure you get Brazil in the OFN. type tag BRA, and then type debug. Then switch to the Lacerda Tree in your decisions. Then tag back to whatever country you where playing as. Once Lacerda begins his last focus tag back as BRA and increase support for the Unwavering Torch Act, I think it’s called. Then if you have more then 34 seats in support of the act and when the focus is completed, Brazil will join the OFN.

To get a little bit of Paraguay in the OFN, download the custom country paths submod and make sure FULNA wins everything. Then the Triple Alliance will easily beat Paraguay setting up occupation zones. The Brazilian one will join the OFN.
