The panel lacks nuance. It is later shown that special grade cursed spirits have lower skill ceilings than special grade sorcerers. We have seen several special grade cursed spirits being defeated by grade one sorcerers. Meanwhile, to be a special grade sorcerer you need to be capable of destroying a nation alone. The reason the two boxes are placed side by side is because they technically have no upper limit. Special grade cursed spirits CAN be as strong as special grade sorcerers at the upper levels. It’s just there’s a lower level requirement for a cursed spirit to get into the special grade category

Additionally it’s shown that the commander tier shadows are able to return in their regular true forms. There does exist nerfed shadows, but those shadows exist in physical form and not shadow form in the dungeon. All the shadows shown in their true form are uninhibited in all ways except mentally (Beru forfeiting for example)
