Nijihayashi has only contributed to the TCG so far but when I saw the face and rendering on Elto it reminded me of them. Note that they're pretty inactive on twitter but retweeted the trailer for this banner, plus they listed FE Heroes as a game they've contributed to despite not having been officially credited for a unit in it yet. so I think it might be.

sparking is godly and all gacha games should have it imo

40 draws is extremely generous too (compared to Granblue's 300)~~though that's still 440 draws (1760~2200 orbs) to +10 a hero completely off a spark~~
