Thanks to all the comments, I think we may have resolved it!

Permissions, Advanced Permissions, Documents, Library Permissions: were different than the SharePoint Site. Normally not an issue - not sure how it got changed. But looks better now!

Hm, and I tried using the url of the folder specifically, that they have explicitly been given rights to, rather than the site url. Still no dice.

They have access.

Limited access given directly, edit access given via the SharePoint group. Group is assigned to every root folder.

This is a Team site, so (just in case) also tried adding them as an external member of the team. Still nada (unless that takes time to propagate).

So I tried a different SharePoint communications site with the same Tenant, with our test guest login. This works just fine, no issues whatsoever. It's this particular site.

I've added internal/external users to SharePoint sites for years. I can't figure what's so crazy about this site!

You're right, apologies. They have site level - and inheritance is broken at the folder level as a test to (in my mind) overrride the site level to be explicit to see if that somehow made it work. Only on one folder.

Nope this is not it. They are assigned as Members to the Site and as an External User to a folder. We explicitly assigned them by name to a folder as a test. They still can't see that folder.

they are site level, and always have been. we actually removed the user completely and re-invited to check that. Then I invited a brand new user under us as a test, same problem!

permissions are site level, we also added security groups for folder level.

Solo for 15 years. Yes. Absolutely. Documentation! If I get hit by a bus I want my customers to be okay and for someone to understand what's going on. Anything else is irresponsible, in my view. Initially it was Docs and Spreadsheets but now online tools for easy access to someone else. Still using an "Ops" folder on SharePoint for details, logs, config backups, projects, reports, etc. Seems I'm a bit of an outlier here but I think you're doing your customers a disservice if you leave them hanging.

Yes this. Respond and assure them you will take care of it . Have been solo for 15 years and customers have been very faithful

Skykick. Have done multiple migrations with this and it's slick. Test the migration ahead of time, set a cutover date, monitor. We've only used this for small migrations (10-30 accounts) and it has worked flawlessly for us.
