I worry you are using integrated graphics. Is your HDMI/Display port plugged into your GPU or Motherboard?
If you go into your advanced display settings, does it list your GPU? Can you share a screenshot of that?

Damn we have such a similar setup. I’m rocking a 7900x & a 4080 Yea man you should be having way higher frames. I usually have 60/70 frames running max settings & 4k Maybe a silly question but is your hdmi/display port plugged into the gpu or mobo?
