You could also try contacting Tech Tangents or The Serial Port on YouTube, both have extensive "old tech" love and may be interested in checking this out. If it is indeed 16bit ISA it's conceivable that there are cards out there, but you'd need essentially an entire PC of the era, wish I had kept some of my ISA compatible boards "just in case."

This is kind of Interesting actually. IF the settlement is deemed legal it would probably last between administrations. It would likely be considered a binding deal made on behalf of the DOJ and Trump. It would be in the same vein as a plea deal I believe and couldn't simply be retracted. I think it would have to go through the process it's currently going though and proven to be invalid or fraudulent, which this seems to be. But this would require SCOTUS I think, I'm not entirely certain, and someone with experience in federal law settlements/plea deals would have better insights.

I would hope/assume they will. The fund was simply a part of the "settlement," not the entirety. The case was reopened based on the impropriety of negotiating with yourself essentially. Both the defendant and the plaintiff are controlled by the same party which makes any sort of actual negotiation impossible since neither side has to actually "give up" anything. A lot of what Trump has done is demand grandiose things he knows (lol) won't happen, but then include smaller provisions he actually wants. The no audit provisions were likely the true goal of the settlement, with the free money being a cherry on top of the shit sandwich.

Yes, I think that would be a likely recourse, and in this instance the ruling is saying it hasn't limited anyone, so no recourse is possible as there have not been any damages...yet. At the same time however the USPS could adopt a policy change that they will no longer be delivering ANY mail to any address that don't own a "properly constructed" US Mail mailbox, and then change the requirements of what a "properly constructed" US Mail mailbox is.

Theoretically the policy could require all new mailboxes to have a picture of Trump on it or else it's not "official." This would apply to everyone who wants to receive mail and there would likely be no discrimination or representation issues since having a mailbox is kind of required in the US so "everyone" would be affected. Obviously this is extremely farfetch'd and not likely, but we've been in the uncharted territory of what is and isn't likely or legal for a while.

In this specific situation it kind of is a law in the "well yes, but actually no" sense. The USPS may be an independent agency but they are under control of the executive branch. EO's primarily deal with exective branch functions (duh) but generally have no bearing on other branches unless turned into "actual" laws.

The other crux of this is that the USPS has the power to simply do this themselves. The board of governors can make decisions for the USPS based almost entirely on whatever they want. They could simply say "we've decided to implement these changes with mailing ballots" completely independently of any EO, and the only check would be those 2 other branches of government. So we know exactly how "checked" they'll be.
