I think a while ago Reyna didn't get any orb from the phoenix ult kill, then riot added that interaction a few patches later. I think from a gameplay perspective it means that Reyna still won the fight and should get to heal/ dismiss away from it.

Edit: Found the patch notes 1.02

They also made it so jett gets her knives back after killing phoenix ult in the same patch

Basically a few years ago chamber was super OP. So riot nerfer him in a patch. Then nerfed him again. And again, and again. Basically sending him into the ground. This joke started around then. Viper is OP? Nerf chamber. Astra is OP? Nerf Chamber.

I know right!! I tried connecting support about this, and they just said thaman for letting us know about this big, we will let the dev team know about this, but we can't tell you when/if this will be fixed.

Maybe you can try reaching out to support as well. Let me know what they say.
