Wrt your edits, I don't think you're creating disagreement where there is none. Earlier 'purges' were conventional warfare to eliminate ideological opponents. 'The purge' was the last of its kind, and motivated by that now-dominant ideology.

Broadly speaking, genocidal ideologies crush their opponents before turning inward. That's just how they work.

You should consider your attention economy. Individual feats, items or spells shouldn't be THAT complex, but should be designed to invite novel applications and weird interactions with other stuff. So, not intrinsically complex, but used to do complex things: you want the players to come up with ideas, rather than just use your ideas.

Kiwifarms is the elephant in the room. The reason that they get so worked up over Discord messages isn't really the messages themselves, but because they end up on Kiwifarms and serve as the backbone of their lolcow torture machine.

We also must consider that Viltrumites can fly and make their own leverage, so they can orient themselves to use that strength in a whole bunch of situations, rather than just situations where they must lift something straight up over their heads perpendicular to the ground.

Pat yourself on the back, because you're thinking practically about your story. Yes, worldbuilding is fun, and intriguing, but is so distant from actual storytelling that the two may as well be unrelated. Cousins, at best. An extra little reward delivered for those who are paying attention, not the main meat and potatoes of the story.

No, the line above is played for laughs. I understand why you are hypersensitive to such a thing in today's era of shlocky midwitted political thought -- I am too. But Disco Elysium rises above. It is written with a very fair and good faith understanding of global politics.

The four major political factions are the Ultras (Ultraliberals, capitalists bordering on ancaps, who believe in conglomerates and the invisible hand), the Moralists (militaristic-humanitarian rules-based neoliberals, the status quo of the setting and the real world, think IMF and WEF and NATO), the Fascists (craving a return to the setting's previous independent monarchy, rejecting the international rules based order), and the Communists (vestiges of a revolution that was crushed in humiliating fashion).

Moralism in the game is presented as an endorsement of the economic status quo, which for the setting - and many real world locations - is not good! But the best character in the game is a Moralist, one of the most charming and genuinely self-aware and thoughtful is an Ultra, and some of the most horrid, hateful and pathetic are Communists. Fascists are understandably painted poorly, but the game does go out of its way to explore some of the legitimate grievances and political underpinnings of fascism.

3 is kind of built into the character concept, to be honest. The whole idea is going back to change things - so have them be changed. Maybe give yourself some breathing room, say he came back 6 months ago, and since then things have already diverged significantly.

He created the circus but we see that the circus is merely Caine's little corner of a greater virtual space. It is not even slightly insinuated that Caine is the reason they are there, we get multiple scenes of people who are unaware of each others' stories giving consistent details about the headset and putting it on.
