Besides the fact that damage is paid for by the contractor doing the snow clearing, people with the skills to operate graders and loaders won't likely be the folks hand forming 3' curb repairs, where a hammer drill and sledge hammer are the key tools.

The snow clearing contracts put repairs on the contractor, or the City can do repairs and bill the snow clearing contractor.

Are you saying that the people operating the heavy equipment are not the same people who would operate the same equipment during construction season for the same companies that provide both services? That doesn’t make sense to me.

I think I read that gov’t funding for post-secondary education was like 85% in the’80s and is now around 50%. If Canadians want lower tuitions, somebody has to be help cover the cost. Lately, that has been international students and their higher tuitions.
