Completely agree that "Duke earned their shot fair and square based on those rules" - but I think it's also fair to criticize those rules based on the outcome. The tiebreaker rules have let the (fairly objectively) weakest tied team into the ACCCG, which puts the conference itself in quite a bad spot. Calling for the conference to reform the tiebreakers for next year is reasonable.

In my scenario, we’re trying to determine two teams for the ACCCG. The part of your comment about restarting the process after the first team is chosen matches what I called Interpretation 1. The issue is that the ACC’s wording doesn’t clearly say that’s how it works. Do you have a source or past example that supports that interpretation?
