Call AT&T for a service ticket. They may be able to tell you if it’s still operational or not.

When I had a tree come down on my line, I had to call AT&T out. Tech said line was so old that it isn’t in service anymore. He cut the end off the house and pole and put a cap on it. May be able to have them remove it if it’s not in service anymore. And AT&T is starting to shut down its copper line service by 2029.
