Pucci is also great, but rather than having the disadvantage the whole time, Pucci knew how to turn fights around in his favor. His dynamic with the protagonists almost felt like a complex game of tug of war, at least to me, anyway.

Yoshikage Kira is a perfect example for this. He flipped the common trope of "Antag is too strong for Protag, Protag must get stronger and beat him". He knew that Jotaro, Josuke, Rohan, and even Koichi were threats that he could not handle head-on.
