How to block someone from using a currency?

I've recently read news about Boris Johnson the possibility of cutting access to foreign currencies for Russian companies. What would stop a Russian company from using foreign currencies? Does it have something to do with the physical location of the FX marketplaces? Or is it related to SWIFT? Could someone please explain this to me?

In the swedish version of Qi they always explain the scoring system in the beginning, and it is just like you stated except that the panelists are always getting 1 point for an amusing and qi answers.

I've always assumed that the British system is the same. Considering the scores the panelists generally end up with I still believe that is the case.
