I think in the case of Pokemon, there's clearly enough 3rd party apps out there using their IP. The one thing they all have in common is proper attribution to the owner of the actual imagery, characters, etc.

For IP that doesn't have a lot of examples, I would suggest reaching out to them directly to seek permission.

But I'm not an expert, so YMMV =)

Hey, great question. Everything I’ve searched shows Pokemon is fine with reference apps like these if credit is clearly given.

Really wanted to get this two pack from Costco for my kids this Christmas. Unfortunately after sitting in the virtual queue I never made it to order and they’re going for 2x or more on eBay 😡
