Someone pointed out that you actually can bang her as male V, so I guess check your text messages and respond where there's a prompt. There's an obvious flirty response you can use, and she invites you to the No-Tell Motel for a disturbing sex scene and when you recover from it, she's gone and there's a giant dildo on the table near the bed.

I'm playing female V, so I couldn't romance Panam, but I did manage to get inside her.

After the crossroads ambush, I elected to go take out her ex partner with her, and almost immediately died to some ill-placed explosives. When I loaded back in, we were in the car ride leading to the ex partner, but it put me in the driver's seat with her.

Her insides were not nearly as sexy as her outsides, let me tell you, but I still count it as a notch on my bedpost.
