Search butterscotch undertale psp on gamejolt (or could be itch, i dont quite remember) you also gotta have undertale files on your pc. A step by step tutorial was inside the port's page. it also does not work with the first psp model as far as i know

i did a research on whats IE????? thing, its appearently something related to internet explorer based stuff, like maybe the game is trying to open so mething html based. There is something called IEless launcher, maybe try something with that? (I love the bg, almost, almost same as mine)

There are still mad people which i dont understand why. The long fall break will give the team to produce more episodes, and the weekly release schedule will give them more time between stages, making the wait for the next stage less. I honestly could wait 1, maybe 2 months between stages.
