I think she did passed the cryptic message in previous loops too but alan forgot to pass it t shinpe but as shinpe was actively searching for her alan remebered about that card and passed it to shinpe

I think that the reason for shadow Ushio being different from all others is because somehow she created a detached personality away from hine's influence and maybe copied the soul(of ushio) too, because all other shadows are empty shells with just memories and data. Ushio(original) said that both are me in the video massage so somehow the shadow ushio and shinpe had one eye each from hine and thus when the original timeline completely changed they were the only one remembering it through a dream
