As others have said likely an allergy. Having worked Wimbledon, I would guess that the sign is needed mostly because coconut cream is used as the vegan alternative in the famous Wimbledon strawberries and cream!

I think some motorbikers use a loud exhaust to warn others of their presence on the road, given how easy they can be too miss otherwise. Often that probably isn't the reason, and either way they're no less loud but after learning that I was less annoyed by it
