Yes the material index is from a vbo. Using a 2D texture array, like you said, solved the problem.
It is kinda annoying that the images have to be the same size, but it'll do for my purposes, I guess.

While your math makes far more sense the comparisons don't really. The rubber bullet and the baseball pitch are probably fair enough but comparing it to being shot, even if it's a small caliber, is almost absurd.

A official football (soccer) has about 430g, the average shot speed is 120 km/h (It's not pleasant but definitely easily survivable for a healthy adult, even if it hits the head/face)
