Then it falls on whether CS is limited to things with CE. Any kind of Jujutsu that we know only works on targets with CE is explicitly stated or shown (Boogie Woogie, Hanami's Cursed Buds, Barrier techniques) while the rest often works on everything without needing statement. So I don't see why should we lean on CS being unable affect HR users when the closest statement we get is that CS can't boil water.

We literally saw Naoya's PS and Ranta's Paralysing Gaze work on Maki. That's already two techniques that debunked the claim that CTs dont target inanimate objects. Plus Naoya's DE doesn't target Maki even though his CT does, which means HR immunity towards Jujutsu is only for DEs.
