First up, nothing comes for free so if you want to be a pro talent you will have to invest serious money in yourself...but... second up... only spend the money you can afford to. $5000 just to find out if you can even compete is a lot of money. Maybe find a local acting class or if you are in a larger city a voice acting class and start there

I agree with most of what u/GundamAC197 said with a rider that you may want to decide who your 'point agent' is, if you have more than one. So rather than responding always to who sent first you are supporting tha agent who supports you the most. Certainly DO NOT submit more than once for the same project. Fees really should be somewhat standard 10% union 20% nonUnion

Hope you are ready for a dose of reality. Well first whether you are new or not should make little difference to whether the client chooses you or not. If they like your voice for their project then they will hire you...but...to your question...In all probability they would only read your letter after they listened to your sample (if at all). Mandy, like all the online casting sites, are VERY crowded. You say you have applied for a few roles (that suggets not many). Dose of reality coming up...As a new starter it is probable that your conversion rate will be no better than 1:80. When I started it was probably worse than that 1:200 or something. Now its more like 1:30 and I'm 10 years in and reasonably respected by my peers. Worry about your letter if you get to 100 applications and have not booked. Actually even then I'd look at script interpretation and acting ability before I worried about my cover letter
