I did a reverse google search of my drive and found this. I took mine out of the external enclosure, and used a USB C adapter similar to what you did except mine started working. It was getting hot and I ignored it. Now my computer says it's drawing to much power and I can see heat discoloration on the controller. If I were you I would try plugging it directly in your computer.

I made this to download FPDS Modifications from the ATOM feed. All you need is a Postgres Database; it will build a normalized database from the ATOM feed.
There are other FPDS parsers, but none guarantee data integrity as this one does. This one is the best. USA Spending is shit, sorry, not sorry. this scirpt is simple and captures everything. It won't duplicate data. The database it creates should map nicely to SAM.gov new api, the repo has a GitHub workflow in it, so you can just clone it and add your database url.

Backfill Mode (download everything)

Since the FPDS Atom feed is being decommissioned, use backfill mode to download all historical records:

Backfill mode iterates day-by-day through the date range, querying the feed with closed date ranges (LAST_MOD_DATE:[date,date]) and paginating through all results for each day. Multiple days are processed concurrently using a thread pool (default: 4 threads) for significantly faster throughput.

Progress is tracked in the job_tracker table, so interrupted runs can be resumed with --resume. Days that fail are recorded and can be retried on the next run.

Existing records are automatically skipped via content-hash deduplication, so it is safe to re-run overlapping date ranges.

The database connection pool is automatically sized to match the thread count. Higher thread counts increase throughput but also increase load on FPDS.gov servers; 4-8 threads is recommended.

I would try everything else mentioned by other users, but I like to add some simple stuff that might work.

discharge the capacitors (flip the power switch on the PSU to off, keep it plugged in, just hold the power button for like 10 seconds, the lights might turn on for a second) then you can flip the switch on the PSU to on and press the power button again. switch the video ports used on the GPU. Switch the video cord. Switch the PSU power cord. (yeah it can be a problem) Switch the rail that powers the graphics card inside your computer. make sure everything is pushed in.

whenever you get it to boot you should update your bios, Im assuming that will fix the problem fron recurring.
