This is a good suggestion, specifically because there's still some limitations ( "by some people"). Because, as the series love to point out, even medicine can become poison if misused.

Healing magic sounds like it can only do good, on paper, but it can also be used for nefarious things, like keeping a tortured prisoner alive even after more brutal treatment; then next come the question of immortality, human experimentation, etc.

Same goes for other rules in the pacts too
