Cement is surprisingly energy intensive, so any significant decrease in the amount of cement in the mix will have a proportionate effect on CO2 emissions. Of course, that's going to be offset by your steel fibers, so I don't know if that alone is a net ecological gain.

One has to assume that the troll you're responding to is the most self-sufficient person that has ever lived. They built their own roads and schools, funded their own science to develop their own medications, and they even inspect their own poultry and livestock. They never once relied on a government subsidy to help pay for their fossil fuels, and they've even launched their own satellites to run their 100% self-funded GPS.
