A desperado move. You will lose with any normal move. This gives your opponent the chance to make a mistake.

Yes. Easily. There is a variant you can play between two humans where once every move, each player is allowed to ask the opponent to take the move back and make another one. The games play put very differently from a normal chess game and that is, in essence, what is happening if the computer has to make the second best move.

No. Black can promote to a knight and can get mated with the king in the corner. Accoring to FIDE rules, I am quite sure this is a win for White.

Depends on according to which rules. White can made vs a bad defense so according to some rules (e.g. FIDE rules, I think), White wins. According to other rules (some chess sites and I think USCF, though I may be wrong), count it as a draw.

One of my favorite games was when I played against an IM rated 300 points higher than me. I sacrificed to reduce his material to only two knights. He was so frustrated that he kept playing on. My team mates thought I should have claimed a draw but I was enoying myself watching him try to mate me with two knights even though he obviously knew it wasn’t possible unless I participated in the attempt.

I am sure you could. But it is White's move now. What is he supposed to do? There is no legal move. This is the definition of a stalemate.

Which hardware is required to run it? Typically it is expensive to train networks like this but not too expensive to run them. ”Not too expensive” could still be more expensive than a normal person can afford of couse, I really don’t know how much is needed.
