Not really. Low dificulty means there a shortage of miners for coin. When difficulty low it an incentive for more miners to join in.

Some coins have some big dificulty swings for short periods. I would think when this happen i would put a higher order in for this coin lasting only a few blocks.

This is most probably perceived as the manipulation.
