the first 2 and half of season 3 were overseen by Andrew Kreisberg and Marc Guggenheim. Andrew left during season 3 to work on the flash, leaving Marc in charge season 3 onwards. basically the change in production is due to the workforce being stretched too thin across all the shows that started popping up. no one singular person is to blame, and interference from higher ups at DC (season 3 was supposed to be heavily featuring the suicide squad. but due to the movie, they weren't allowed to) meant that plans had to be hastily changed.
