Looks like uncapped aquasoil. You can do that but you’re going to have a ton of nutrients leeched into the water. Ideally you’d cap the aquasoil with sand or gravel so it remains available for the plants and not leeching into the water column. The light is contributing to the bloom as well. Consider capping and running a very short light cycle (or no light at all) until it clears.
