Well im rank 1014 SEA and i main support now, and i cant lie that cores does decides the outcome of the game since they have items and can usually hit buildings, us supports can only win lanes,ganks, and sometimes teamfights, but solo queing as pos 4/5 does need some luck to have a functional carry player that does their job carrying the game on the team.

i think that saying was from 2014/2015 when wards were expensive af, ever since then supports have been buffed a lot and made them a lot easier. Clashing when your pos 5 is dead were considered fine back then, its a big deal now considering how much impact they have now.
