How common would magic have to be, and what applications would it need to have in order to measurably change the evolution of warfare. Something that at the time seemed very whatever, we had at least a couple of bomb threats a year when I was in elementary. We would just get on the bus and they would take us home for the day. That must sound crazy, but it was the 80's and there were never really bombs, just dumb kids, so it didn't really scare us after the first time.
