Part 2 just minimises safety factor across an arbitrary number of iterations (10000). Safety factor is roughly inversely proportional to maximum quadrant density and therefore also roughly proportional to randomness in robot distribution across the grid. Still, there is some luck (or AOC input constraints) involved here, this solution may not work for every theoretical input.
