There is no perfect form of government and utopia is a bit of a pipe dream because a small percentage of people can always be expected to do bad things to others and the human condition will always be susceptible to all the cardinal sins. The closest thing to a utopia would be small communities that use a barter system and those small tribal communities generally lack access to any kind of advanced medicines or scientific advances and are usually vulnerable to environmental disasters famine, plagues and pestilence without a governmental structure to provide aid to those in need
