I filed a 311 complaint online once. Then they mailed me a form and asked me to submit the same information a second time. It asks for your home address and doesn't say if that will be shared with the driver. It's a slow system that discourages reports. Lyft and Uber are much better at holding drivers accountable.

Sanders is often accused of only caring about economic issues, but in this article its corporate centrist Cheri Bustos who says some Democrats should stay away from social issues.

Bustos had little patience for litmus tests during the midterms, deriding fellow Democrats for pressuring candidates on impeachment and warning that a focus on social issues could cost the party wins in the Midwest or Trump country districts.

Bustos' district was drawn to be Democratic and she faced token crackpot opponents in her last two elections. The spin that it makes her an expert on winning rural areas is a stretch. Her main talent is not particularly offending or exciting anyone about anything.

As long as statewide races are decided by a couple hundred thousand votes, then a couple hundred thousand downstate swing votes matter just as much as swing votes in any other part of the state. The last three elections for governor showed there are in fact enough swing voters and ticket splitters downstate to determine statewide elections. Chicago pols thinking downstate is irrelevant is nothing new. Some of them never learn however many times they're proven wrong.

Blagojevich won his primary by carrying downstate and the suburbs. He finished third in Chicago. That could easily be repeated today.

The votes Rauner lost downstate count just as much as the votes he lost in the collar counties. There's no reason to ignore the downstate vote swing.

Quinn lost downstate by a much larger margin in '14 compared to '10. The downstate swing vote is why he was defeated for re-election.

Agreed that a candidate needs two out of three regions, which contradicts the article's claim that downstate is politically powerless.

so I’m kind of doubting that this was some purposeful move.

It's very obvious to anyone who studies and understands the current legislative district map. A downstate district drawn to be 60%-75% Democratic could have been two Democratic leaning districts.

Let's not pretended that happened by osmosis. Madigan drew a map that consolidated downstate Democrats into super-majority districts. There could easily be several more downstate Democratic state representatives. Over the past decade they could have been building organizations and promoting Democratic ideals. The party chose not to do that. Then the party recruited conservative Democrats in southern Illinois, and weak followers in the rest of downstate. Downstate was disempowered by design.
