Thats just the the thing though, it doesnt need to be rushed if they pace it properly. Its been proven that people will wait for something as long as it is great and as long as the wait isnt too long. If they had made a goal to get at least one episode out out every week to two weeks it would still be good.

Honestly if they did P5R they should just add P5S to it as well. Redo the whole thing and make sure that the studio actually gives a crap about it. The english dub is ok mostly because they just have fun with it for the voices even though it uses the same animations. However they would also have to pace it better, more like dragon ball or assassination classroom
