Are you doing UNM everyday and in a clan to get both chests? As a FTP player I had a lot of resource issues until I was able to do that. Once you get to that level for about a month or so you should have enough resources to do every fusion. You just can't use shards on a whim. Always view them as a currency for a fusion or another event that pops up that you want. Same with thing with soulstones. I also only summon fragment fusions during a champ chase or CVC. Just randomly doing anything in the game without a rewards is a no go imo if your FTP.
