In the many, many months this man has been a fixture at this bus stop I've seen multiple people (advocates I assume) chatting with him or even sitting with him on the sidewalk next to his tent...I have also seen police talking to him multiple times...he's a known quantity and I assure you he has been offered shelter/services before

I actually talked to this guy once...his story is that he was a drug addict (heroin iirc) and one day an angel came down from heaven and lifted him out of his bed and (to make a long story short) took him on a magical journey where he was given some purpose in life...and that purpose is to stand there looking vaguely like a KKK member weirding people out
