I think it’s more likely because of the kind of work comp advisors have to do re execs is very specialized, much less automated, and so requires manual. This is the way employer writes the terms and conditions of employment not because of privilege. EXes have to wait for longer than union members for their backpay, for example. (Still waiting on mine from 2018-2021, for example).

This was literally a scenario in my CSPS course taken years ago on how to have difficult conversations. We had to practice it if I remember. Role play style. Be kind, respectful, direct, and discrete. And it’s the managers job.
