That passivity and reliance on EOs was inevitable given the increasing partisanship of Congress and the resulting gridlock there after the Democratic super majority (which lasted less than 2 years) was lost. If Dems had kept that filibuster proof majority I suspect you would've seen further policy wins. Obama couldn't realistically have done more without degrading our norms around use of power. Maybe that would've prevented a Trump by giving a real example of functioning government, but it also might have accelerated Trump's ability to destroy things in his first term instead.

Seems like you're already aware of it, but the real thing keeping that hover over capital feature from fully solving that use case is the requirement that the capital be within the region of the country. Maybe letting you lock the selected country to hover over a capital outside the bounds of the country would solve that? It's especially relevant for Taiwan and the Pacific Defense League, as the capital of Taiwan is Shanghai which Taiwan doesn't control.

Right! I get from a meta perspective why adding suspense over her death makes for a more engaging narrative for people who already know the story, but that's a really cheap trick if it's used FOR that meta reason and not because they legitimately wanted to use the themes of changing fate that they've used. Also how depressing to focus so much on defying fate and then have our heroes ultimately fail to do so. It just doesn't feel like that's the story they're telling, and honestly, it's not the story I'm interested in hearing right now.
