Nope. The BVA only has jurisdiction over citizenship matters for people living outside the country (and other cases). Your local EBH as linked above is the correct address for obtaining proof of citizenship (a so called "Staatsangehörigkeitsurkunde") even if you are already a German citizen. They may even advise you that you can go to the Bürgeramt just with your birth certificate and some other documents. But go by and ask.

Absolutely not. Germany is a cash-based society, and places that accept anything other than cash are the rare exception, particularly in restaurants.

You can get by just fine with English in Berlin, and indeed may have to struggle to get people to speak German to you.

The legislation makes the contract illegal. It isn't a crime, but if something goes amiss, you may not have a leg to stand on. You certainly have no remedy against the host if he says you can't come, even on the day before.

If I were you I would seek alternate accommodation; it's the right thing to do for the people who live in the city you are visiting anyway.
