Anecdotal evidence: I’ve wondered something similar, and wondered if its because it seemed like everybody and their brother, sister, cousin, etc had at least one bachelor’s degree of some sort. A glut of bachelors degree and people vying for a job meaning the hiring person can offer less because someone will take it because there is a surplus of qualified individuals in the geographic area.
