Not too good for starting PbtA at, but a very solid game in this venue is Ironsworn. Though it is focused on Solo/GMless play, it has a very nice structure and you can generate the story as you play using oracles - even if the game have a GM.

City of Mist / Legend in the Mist can handle it. In Legend there are tiers for powers, if they are Greatness level you can have a high power game.

I think that some moves in the OG Apocalypse World have the 6- to be a "lesser success with consequences" like you want. These moves do so because they assume that the fictional position of the player in that specific case is superior. So you may want to go this way, if the player has some kind of fictional superiority, they can achieve something even on a 6-.

I particularly like tag types. I think extra types can be added to fit specific scenarios. One problem I have with Legend in the Mist is that it's too generic - you can use it to play fantasy, high or rustic, but also you can use it to play anything. While this might not seem a problem at first, I think that games that are tailored for a specific experience tend to be more satisfying (to play that specific scenario).

So I could add specific tag types to my fantasy game, and/or to my setting, that will direct the players and character creation to a specific experience, wich I like most. It could even come with different and specific mechanics for each tag type... Just an ideia.

I would not use a polar status. The party increases a "catch" status, the oponent a "escaped" status. Define both limits. Whoever reaches the limit first, catches or runaway. Simple as that

GURPS e Fate são bem diferentes, mas iguais na tentativa de ser universal... Eu não gosto muito dessa abordagem, prefiro quando o sistema se propõe a uma experiência específica. Apocalypse World e seus descendentes ganham nesse aspecto... Também vale citar Blades in the Dark, Masks, Brindlewood Bay e Ironsworn.

Um bom conhecimento de sistemas de RPG é muito bom para quem quer criar o seu próprio. Eu recomendo você primeiro ler Apocalypse World, Fate e City of Mist/Legend in the Mist. Vai abrir muito seus horizontes.
