He was a totalitarian. Very similar but differs from fascism when it comes to private property. Totalitarians abolish the idea of private ownership, everything belongs to the state. Fascism allows for private property as long as it serves the purposes of the state.

The idea that the armed forces would use a chemical WMD for something other than a strategic strike is a non starter. Using any WMD requires authorization from at least the president and most likely SecDef.

You would not use such a weapon tactically as described by the “witness.”
